should the government spend money on Elite olympic sports or health and fitness?

I think as far as general gains economically, health-related, and politically, I would say the focus should be on health and fitness.

Low-level health and fitness can lead to diabetes, osteoporosis, heart disease, asthma, obesity, renal complications, and a multitude of other illnesses. With investing in Elite Olympians, we have a large amount of spotlight for two weeks out of every two years.

Athletes will find a way if it is important to them. And they will always be competitive in mind, even without monetary support from the government.
